Potty training woes

I'm having a hard time getting Mr. Puppyface to consistently do his business on his puppy-pad...it's been nearly a year, and we've made progress, but not nearly enough....any ideas??
I'm sure you've tried all the basics, but I'll put them out there just in case. Use the pads with the attracting scent in them. Try putting them in puppy's favorite spots to go. If he poos in the wrong place, move it to his puppy pad. I adopted an adult shih tzu in January who was kept exclusively outside. She had no real concept of inside/outside. I feel your pain. I don't understand the puppy pad thing... why would you want to train your dog to go to the bathroom in the house? Maybe I'm ignorant on the subject, but I just don't get it.
I'm training my pup now as well, and what works for us is this:
- Watch your pup at all times. If you can't watch him, crate him.
- Crate him when you're away from home.
- Keep him on a strict schedule - take him outside often.
This has worked really well for us. We're also traning her to ring a bell that's hanging on the doorknob to let us know when she needs to go outside (that's completely optional, though).

Some people don't want to crate their dog all day, if they're out working. Or if you live in a place where there are heavy winter storms and cold temps, you can't always take the dog out.
The puppy pad is an improvement on the old newspaper idea.
When I was a kid we had a dog who was "paper trained" (no pads in those days.) The papers were placed in a corner of the bathroom, which had tile floor, easy clean in case of accidents. Perhaps it was the smell of the room, but our dog soon learned. When we had to be away all day, she knew where to "go" and wasn't locked up all day in a small crate. She had the run of the house, use of her toys and food and water.
